The scripted reforms for the romans are well thought out enough the ones for Hayasdan (Armenia) where you start of as a displaced Persian/Armenian dynast and can eventually rebuild an Achaemenid empire, or the Parthia one where you go from nomad to Persian Emperor are amazing.
